While this is fantastic for the environment, it comes with major shifts in the BASIX standards – the Building Sustainability Index – for all new home constructions in the region.
Here's the scoop: Starting from October 1, the government is cranking up efforts to achieve "Net Zero" by 2050. This means all new home builds post that date needs to be carbon emission-conscious. It's a big leap towards sustainability, but brace yourself, as it also means an immediate surge in building costs.
Understanding BASIX: What is it?
If you're new to the construction scene, let's talk BASIX. It's the compass guiding sustainability for every new build in NSW. It sets the bar for water and energy efficiency and mandates minimum thermal comfort levels for your new home. The latest update introduces a minimum requirement to achieve a 7-star rating nationally to all new homes.

The impact will hinge on your unique design and land configuration. Under these provisions, projects with signed building contracts prior to October 1, 2023, can adhere to the existing BASIX Standards. - House orientation is key, aim to have your Living areas north facing
- Consider minimising the glass to floor ratio
- Consider shading devices over windows
- A lighter colour palette and material selections
- Consider higher levels of energy efficient performing products than those currently offered, such as hot water systems and air conditioning units.

Time to Take Action
If your budget and design dreams matter, it's time to act. Aim to have your CDC or DA lodged with a valid BASIX Certificate by October 1. But don't procrastinate until September – the process takes time. Councils might be swamped, so an early start is always best!
To get in before the changes, your building contract must meet the following criteria:
- Relate to a detached dwelling or dual occupancy
- Have been signed on or before September 30, 2023
- Clearly outline the design and specifications of the intended building
- Include payment of a deposit
- Feature a contract value not exceeding $2 million (excluding land costs in house and land packages)
